Enable new builtins from OPA v1.14. The template_strings parser
feature was already active via ast.Features, but evaluating the
$"..." syntax also requires the internal.template_string builtin
to be present in the capabilities allowlist.

Evaluate source policy caps before solve requests so policies can enable
BuildKit proxy networking. Policy can return caps {"exec.proxy": true}
during the caps request to enable proxy network
support for the solve.

Add artifact_attestation(http, filename) and wire verifier support for
artifact bundle checks. Add docker_github_builder_bundle helper rule.
Handle runtime unknown http.checksum after eval so metadata resolve is
requested when checksum is missing.
